IMPORTANCE OF STATE SUPPORT OF THE AGRICULTURAL INSURANCE SYSTEM FOR THE IMPLEMENTATION OF THE PROGRAM TO INCREASE THE COMPETITIVENESS OF THE AGRICULTURAL SECTOR OF THE RUSSIAN ECONOMY

Abstract

Background. In 2020, the period of implementation of the state program of agricultural development, which was aimed mainly at maintaining agricultural production in quantitative terms in order to ensure food security of the Russian Federation, ends. The priorities of the new state program of agricultural development will be active support of export-oriented agricultural production aimed at introduction of new technologies and improvement of quality of produced products. These measures are aimed at general improvement of the level of competitiveness of agriculture of the Russian Federation. The Government of the Russian Federation should focus on the introduction of technologies and innovations in agriculture, shifting the focus from extensive development factors to intensive ones. In this set of government support measures, government-supported agricultural insurance is important. The aim of the study is to study the specifics of agricultural risk insurance, as well as to assess the possibility of adapting the current mechanism or the need to make qualitative changes to the needs of a new stage of innovative agricultural development.
Materials and methods. Comparative analysis of agricultural risk insurance and government support statistics in selected areas is a priority in this study. In work methods of the economic and logical analysis (synthesis, analyses, generalization) allowing to estimate efficiency of adoption of management decisions in the sphere of rendering the state support to agro-industrial complex of the Russian Federation at the regional and federal levels are actively used. The study is based on a critical assessment of the implementation of regional programmes to support and develop the agricultural sector of the economy, including within the framework of a single regional subsidy.
Results. The study examined the specifics of agricultural risk insurance and assessed the effectiveness of state support for the agricultural insurance system. An important feature of the development of the agricultural insurance system in the Russian Federation is direct dependence on state support. In fact, this type of voluntary insurance does not actually develop without funding from the budget in the form of a preferential subsidy of 50 % of the insurance premium. In addition, priority has been given to working with large agricultural producers to the detriment of small-scale management. The State has made insufficient efforts to adapt the system of State support to the size and peculiarities of agricultural business in certain regions.
Insights. The study made it possible to assess the possibility of adapting the current insurance mechanism to agricultural development priorities aimed at overall competitiveness and export orientation. An analysis of the functioning of the existing agricultural insurance model concluded that there was little flexibility and willingness to adapt to changing agro-industrial development priorities. The system of insurance protection should move from the plane of quantity (protection of production volume) to quality (protection of investments, technologies). This can be facilitated by the creation of a combined protection system focused both on the protection of property and final production volumes of agricultural producers, as well as on the quality of products produced, financial and entrepreneurial risks.
